Davis-Bacon Act compliance is an often misunderstood requirement for Head Start organizations. There is little in the way of official guidance, and what is available can at times be contradictory. There are guidelines from the U.S. Department of Health and Human Services as well as requirements enforced by the U.S. Department of Labor to be considered.

EARN CPE CREDITS: Wipfli LLP is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State boards of accountancy have final authority on the acceptance of individual courses for CPE credit. Complaints regarding registered sponsors may be submitted to the National Registry of CPE Sponsors through its website: NASBAregistry.org.

Earn up to 1.5 total CPE credits in accordance with the standards of the National Registry of CPE Sponsors. CPE credits are granted based on a 50-minute hour. Instructional delivery: Group, live.

  1. 1. Identify the Head Start projects to which Davis-Bacon applies.

    2. Discuss the compliance requirements, prevailing wages, and the fringe benefit component.

    3. Explore the steps you can take to monitor compliance.
